आनन्तर्यमभिप्रेप्सुः क्रमयोगार्थतत्त्ववित् ।
विभीषणस्यानुमते राजधर्ममनुस्मरन् ।
अङ्गदं वालितनयं समाहूयेदमब्रवीत् ॥

अन्वयः

क्रमयोगार्थतत्त्ववित् deliberating the action repeatedly, राघवः Raghava, स्वम् himself, सैन्यम् army, रक्षसाम् Rakshasas, वधे to kill, एवम् in the same way, संनिवेश्य gathering together, मन्त्रिभिः even ministers सार्थम् all of them, पुनःपुनः again and again, सम्मन्त्ऱ्य discussing, निश्चित्य decision taken, अनन्तर्यम् later, अभिप्रेप्सुः recalling राजधर्मम् king's duty, अनुस्मरन् calling, विभीषणस्य with Vibhishana, अनुमते per mission, वालितनयम् Vali's son, अङ्गदम् Angada, समाहूय summoning, इदम् these words, अब्रवीत् spoke.

Having arraigned his forces with the view of destroying the Räkşasa, Rāghava, versed in the resources of war, taking counsel of the counsellors, and deciding again and again his course of action, intending to adopt further measures, resolved to abide by the advice of Vibhīşaņa, remembering the morality regulating monarchs. And then, calling Vāli's son, Angada, (Rāma) said.

Summary

Deliberating on the action to be taken to kill the Rakshasas, Raghava himself called the army and gathered them and the ministers all of them again and again discussed and took the decision. Later recalling the king's duty with Vibheeshana, summoned Vali's son Angada and spoke these words.
