अन्वयः

एनम् for him, सूर्य: Sun, न प्रतपति does not torment him, मारुत: wind, पार्श्वे near, न वाति does not blow, चलोर्मिमाली incessantly moving waves, समुद्रोऽपि even the ocean, तम् him, दृष्ट्वा having seen, न कम्पते does not stir (shake).

And the Sun does not burn him, or the Wind blow about him; and at sight of him, that one engarlanded with billows, the Ocean, dares not stir.

Summary

The Sun does not scorch him and the wind does not blow by him. Even the ocean with its incessantly moving waves becomes still in his presence.
