Thereupon giving his promise to the gods, Pavaka* (Fire) approached Ganga, saying, Do you, O Goddess, bear an embryo; for even this is the desire of the deities.

Summary

"The Firegod gave his consent. The devatas approached Ganga and said, 'O goddess bear the energy of Siva (inyour world) since this cause is dear to the gods'.
