अन्वयः

महीपतिः lord of the earth (the king), दैन्यात् due to the wretched conditon, स्वयम् personally, वक्तुम् to speak out, यदा when, न शशाक was not able, तदा then, मन्त्रज्ञा कैकेयी Kaikeyi, सुमन्त्रम् to Sumantra, प्रत्युवाच ह said in reply.

Seeing the king utterly incapable of speaking any thing personally owing to his heavy sorrow, Kaikeyī, the best counsellor in matters like these, addressed Sumantra with the following words.
