अन्वयः

जगतीपतिः lord of the world (Dasaratha), शोकोपहतचेताश्च consciousness overwhelmed with grief, वृद्धश्च and old also, कामभावावसन्नश्च full of passion, तस्मात् therefore, ते to you, एतत् all this, ब्रवीमि I am telling.

The lord of earth has been deprived of his senses by grief, has grown old, and is oppressed by the weight of desires (thwarted.) Therefore it is that I tell you this.
