अन्वयः

अहम् I, त्वाम् you, सम्प्रेषयामि इति यत् this way sending you to war is not good, इयं मतिः this I think, श्रेष्ठा the best, न खलु not certainly, इयम् this, राजधर्माणाम् in accordance with state craft, क्षत्रियस्य for a kshatriya, मतिः thought, मता approved.

O foremost of intelligent ones, (that I send you to battle) is certainly not proper; yet this course of action is endorsed by Kșatriyas and those following the morality of kings.

Summary

"I am reluctant to send you to war in the circumstances. But you are the best choice for me. However, certainly this is the duty of a kshatriya who follows the science of polity. Hence I am sending you.
