अन्वयः
प्रासादाग्रैः on top of mansions, विमानैर्वा or in lovely palaces, वैहायसगतेन वा moving in air, सर्वावस्थागता in all stages of life, भर्तुः husband's, पादच्छाया shelter at his feet, विशिष्यते is preferable.

To woman is preferable under all circumstances the shade of her husband's feet to the tops of a palace, the celestial car or excursion in the airy path.* *It was generally believed that by certain processes of Yoga one acquired power to fly in the air.
Summary
Every woman, everywhere be it on the top of mansions or in lovely palaces or flying in the sky should take shelter at his (her husband's) feet (or follow his footsteps).
