द्विविधं त्रिविधोपायमुपायमपि सेवते ।
विजिगीषुः सुहृत्कच्चिन्मित्रेषु च परंतपः ॥

अन्वयः

परन्तपः scorcher of enemies, द्विविधम् two kinds, उपायम् strategies, त्रिविधोपायमपि even three kinds of trategies, सेवते following, विजगीषुः he who desires to be victorious, मित्रेषु with friends, सुहृत् कच्चित् has a good team indeed

Is that slayer of foes, desirous of acquiring victory, pleasing his friends still with forgiveness and gifts and dealing his enemies with punishment, sowing dassensions among them, and with other expedients?

Summary

"Tell me if Rama, scorcher of enemies, desirous of victory is following a twofold policy (confrontation and conciliation) A tough enemy cannot be defeated by following this method. A threefold strategy has to be adopted in this case (confrontation, conciliation and creation of dissension among his foes) to be victorious. I hope he is welldisposed to his friends and has a good team
